Request for the revival of the High Council of Social Security on the basis of the principle of tripartism
Gholamhossein Shafei, President of the Iranian Chamber of Commerce and Industry, sent a letter to President Hassan Rouhani requesting that the revival of the Supreme Social Security Council be put on the agenda, given the recent crisis in the country’s business environment caused by the Corona virus.
According to the head of the Iranian Chamber of Commerce, the Social Security Organization is a non-governmental public institution, but the government’s participation in planning and policy-making is much more prominent than that of employers and workers.
He also emphasizes that in recent years, with the removal of the Supreme Social Security Council, the principle of tripartism in the organization has diminished, which has been protested by workers and employers as partners of the Social Security Organization.
The full text of the letter from the President of the Iranian Chamber of Commerce to President Hassan Rouhani is as follows:
Dear Dr. Hassan Rouhani
Honorable President of the Islamic Republic of Iran
Hi;
Respectfully, with the wish of divine success and acceptance of obedience and worship; As you mentioned, in 2010, the Cabinet of Ministers approved the Statute of the Social Security Fund based on Article (17) of the Law on the Structure of the Comprehensive Welfare and Social Security System, approved in 2004 and proposed by the Ministry of Welfare and Social Security and approved by the Supreme Council of Welfare and Social Security. And since 2012, according to Article (113) of the Civil Service Management Law and how to manage the Social Security Organization, the Social Security Fund was changed to the Social Security Organization and the composition of the organization was approved by the Board of Trustees, Board of Directors, CEO and Supervisory Board. The Supreme Social Security Council was removed. Thus, the principle of tripartism in this organization diminished, and this issue has been widely protested by workers and employers as partners of the Social Security Organization in recent years.
Since the Social Security Administration is a non-governmental public entity, its main assets and assets are paid by paying insurance premiums at a rate of 8% of the employer’s share, 7% of the employee’s share and 3% of the government’s share; However, the government’s presence in planning and policy-making is much more pronounced than that of employers and workers, and in practice the two main partners in this organization do not have a place in decision-making.
In view of the above, the esteemed official is requested to take appropriate measures to revive the High Council of Social Security and to observe the principle of tripartism in the organization, considering the recent critical situation in the country’s business environment due to the outbreak of Corona virus. Social security should be provided as soon as possible.
